The History of Humptown, MD

Baltimore County has a Neighborhood Traffic Management Program that allows communities to initiate the installation of traffic calming devices, such as speed humps.  In 2019, the County installed 9 speed humps on Carroll Manor Rd after a concerned individual initiated the process. Assuming the road meets some basic criteria, the County must perform a 48 hour traffic study and obtain signatures from community members before installing speed humps. The term "community" is used 27 times in the document linked above, however it is not well defined. The traffic study revealed that 1,825 trips were made on Carroll Manor Rd daily (930 westbound, 895 eastbound). Despite the road's popularity, only 34 "community" signatures were required to install 9 speed humps. That is hundreds, possibly thousands, of lives impacted by 34 signatures. Many have no alternative route options and face dozens of speed humps daily. There may be hundreds of tax-paying county residents that were blind-sided by the speed hump installation, baffled by the idea that a public road can be controlled by 34 people, and ultimately excluded from an important community decision. 

This website was built to gauge the community's interest in keeping or removing said speed humps. It also aims to promote positive discussion on the safety and efficiency of our roads, vehicles, and transportation infrastructure. The County describes the removal process as follows:

"Removal of an approved device: 

Once calming devices have been installed they will be considered permanent. After the device has been installed for one year the Community may request the County to remove the device. The request must be accompanied by a petition signed by 75% of the community requesting the removal. "

Additional Thoughts

If the humps aren't going anywhere, we should embrace them! Is there a road in MD with more humps? In the country? Can we decorate the humps? We need T-Shirts, bumper stickers (humper stickers?), and hump-shaped souvenirs! Local businesses will boom as people flock to see our beautiful humps! Unfortunately, we just missed our opportunity to rename the elementary school's new mascot.

On a more serious note, excessive speed is a problem on nearly every road, and has been since poor Matthew Crawley collided with that truck in September, 1921. Car insurance costs keep going up as good drivers continue to subsidize bad drivers. It's the 21st century. The technology exists. There must be a better way to slow speeders down, save lives, and reduce costs for all.
